The chairman of this committee should be thrown out because he knows how to consume time very professionally. The issue is these C& D category govt employees are actually the criminals who always ask for bribe for any work. And when a citizen has to pay such bribe to those criminals, then why should not these category comes under Lokpal. Anna Hazare must emerge this time and we all will follow his path till very end. This time the congress (ruled around 60 years) should be thrown out from power forever like what happen in ORISSA (the BJD govt thrown out this congress forever). We all must teach a very strong lesson to congress this time because they have looted this country again and again. This episode must come to an end.........................

Make sense to me till the time you ask CVC and CBI to be independent from the clutches of Politicians and Bureaucrats. Even Lokpal is suggesting keeping the CBI in itself so that redundant system need not be created, only thing would be independence to CBI.
Rather than CVC, CAG has done commendable work. CVC and CBI seems to be supporting govt.

Is CVC having a magic wand? If yes, then why is CAG pointing out corruption rather than CVC. It is CVC or Lokpal the importance is independence (even in investigation) and no interference from political and bureacratice system.

I believe it is right not to put Group c employees into Lokpal ambit provided all the above from them (Group b, Group a, all the Ministers up to Prime Minister) should come under Lokpal. If we can control attitude of these 40% then the morality must go down of group C and below.
What I understand, when a contractor(say) get work he has to give bribe (in almost all the cases) which stretches up to minister. And to compensate that the contractor does shoddy work. Now I think,in the absence of top officials the moral may force him to do better work.
But yes it is true, to make it around 0% it would be better if we can put all 100% in the ambit of Lokpal.

In case 'C' & 'D' catagory of babus are included in Lokpal then a very effective tool to keep honest officers under the controls of MLA'S and MP's will slip out and they will not be able to influence such officers for their deliberate demands.
