If everybody in doubt whether it is BJP or Congress scuttled it lets find out the answer. Put both version for referendum to the public and find out who is hiding behind their nice words. It is not difficult to guess who will scuttle this idea of referendum again. Thus you get your answer who is telling the truth and who is lying it.

It's like the story of a new born baby when an women who is not its mother also claiming it. Real mother also want her baby back. When they started fighting and could not solve they went to the king. Seeing the difficulties the king said well there is a solution. Divide the baby in two halves and each one of you take one half. The non-real mother agreed straight away but the real mother said no I can't do that to my baby. It is better the other women take the baby at least it will be alive.
Not difficult to guess who the king gave the baby to.

Let us see which party the public credit the true Lokpal with after the referendum.

UPA government had no intention of passing the bill. They purposely introduced the minority reservation clause to destroy the unity of the country. Selection should be on the basis of competence.
Reservations and its demand was the reason for the division of the country. UPA is again preparing ground for another division of the country. They are traitors. India does not need a Lokpal bill which will divide the country.
The only way UPA government can prove to the people of India that they are acting in their interest is to go and retable the bill with modifications namely: 1) No minority reservations 2) CBI under Lokpal
except what it does in the interest of the security of the country. 3) Lokyucta for states to be taken up later with the consent of the states. The states will be themselves under pressure to bring about such a bill. These are the minimum requirements.
UPA should seriously consider these proposals or get ready to be booted out of power. Anna should
definitely go to each state and educate people to vote against UPA. Show them the door, India
they most undeserving and corrupt to the core.

Thankfully the entire drama of Lokpal Bill has ended for now (at least in parliament). Proceedings during the entire just-concluded winter session indicate that neither the UPA govt nor the Opposition wanted any serious business to be conducted, including the highly contentious Lokpal Bill. Had the UPA govt really been sincere and committed on having the Lokpal Bill passed, it would not have suddenly declared the FDI in Retail policy, knowing fully well that it would face strong opposition from not only the NDA and other parties, but some of their own allies like the TMC. Ultimately, after some more political posturing, the UPA was forced to 'hold-back' the policy under pressure from Mamata.

Similarly, had the govt been keen on Lokpal Bill, it would have introduced it early in the winter session and not in a hurried extended session of a mere 3 days, which would have never sufficed to take even their allies on board. The Opposition's stubborn stand on certain provisions also indicates that they wouldn't want the 'weak' Bill passed, conceding some brownie points to Congress / UPA, which would benefit the Congress considerably in upcoming State polls in Feb'12. Hopefully, the Budget session of parliament in Feb-Mar'12 would address this with more sincerity from the UPA govt. Meanwhile, it would be good for Team Anna to take stock of these recent developments (or the lack of it) and plan their campaign against corruption and for a strong Lokpal Bill in the near future.

BJP should ask for debates on various issues on television.
One of the serious weaknesses that Congress cannot get over
even if they read this is that they cannot take decision by themselves
they have to sit and discuss with their Madam.

While they were sitting with Team Anna during April 2010 discussion
on Lokpal they had hidden members who would talk to them over the cellphone.

During the meeting with Yusuf Reza Gilani then Foreign Minister who
became PM after snubbing S M Krishna he also pointed out that the
minister cannot decide himself and was on the cellphone all the time.

During the Rajya Sabha voting the same thing happened for the Congress.

The arguement for it is that Congress is centrally controlled and doesn't have
democratic structure. All decision starts from the core. If they don't they get
conflicting and disturb the core decisions. Core group is not honest so when
any of their outer members try to defend after a while they lose the idealogue
on which they were discussing because they enter into a territory which has
not been discussed and they don't know how to handle.

So Congress cannot interact with multi group people.
But for elections they need to do so.

This is simply why BJP should talk and encourage discussion on UP Elections
and let them accuse BJP as long as they want to. After a while when the Congress
is going on with their arguments they will enter into the territory which is not discussed
with the Party High Command that is when you can see the frustration of the Congress
member present.

Moral for Congress:
you can't be on two boats together serve the Party High Command
and try to make sense in a discussion to make value able statements

Congress will try to impress poor Dalits and poor Muslims who do not understand
even why the elections are taking place.

This is where BJP needs help from either BSP or SP who can win Congress here.

After getting stand of various parties in all party meet, 187 points have been kept intentionally against various party stands to satisfy the direction of Sonia. If I remember correctly, after Annaji Janta Mantar Opposition meet, Sonia had declared that Lokpal will be taken to UP election and public will decide.

So what it appear that it is preplaned activities of Loksabha and Rajshaba procedings is correct.

Cong took corruption upto Parliament procedings. There is no doubt.

This demonstrates that Congress never wanted to have Lokpal cleared in the Parliament.
1. They did not adequately consulted their fellow MPs despite they had sufficient time between August and December
2. They are blaming BJP though their own allies were the biggest opponents
3. They did not allow voting in upper house or Rajya Sabha for fear of loosing that would have initiated breach of privileges

The whole drama was pre-planned by the Government. If this Government can not enact effective Laws they do not have any reason to by power going forward.

Why the government could not bring a bill that conformed to the spirit of the parlimentarians with a majority view? Why the government ignored the sentiment of people reflected via Anna Hazare and Baba Ramdev? The Congress led UPA government is acting like a mafia reflected in its arrogance that does not care for people or the nation. BJP should not try no confidence motion against Congress.

BJP should concentrate more on state elections especially the UP Election.
There are two things which has worked against BJP when it has got UP
it has not got other states and when it has got other states it has lost UP.

Better strategy for BJP is to divide its forces into three different zones,
one zone for the Gujarat, Rajasthan, Maharashtra,
one zone for Telangana, Karnataka,
and
other specifically
for UP, Bihar, Madhya Pradesh, Himachal Pradesh and Uttarakhand.

If BJP wins UP by a good majority then only it should approach for a no confidence motion.
The rest of the parties always goes by the rule of
"Buffalo belongs to the one who has the stick"

BJP's rallies are its biggest strength and it should concentrate on that.

SP has managed to gather lot of Muslims.

BSP has managed to gather Dalits and Muslims.

BJP should concentrate on Hindus, Dalits and Muslims.

Kalyan Singh was tough on cheating in UP Examination Boards
and was tough on wrong practices that strengthened people's idea of BJP
that it was strong on principle, such kind of ideas which strengthen people's idea
of BJP should come back.

BJP should not talk too much about Lokpal, the large population of India will confuse
itself and may use it against BJP.
Only if called on Press Conferences BJP should respond back and ask what about
CBI autonomy, what about Group C and Group D.
